Whistleblower Ronald F. Owens Jr., a former California public health official, exposed the harms of the COVID-19 vaccine and the benefits of ivermectin. After a 29-year career in civil service, Owens now warns county governments across California, traveling over 4,900 miles on a Can-Am Spyder motorcycle.

Owens Jr. served as an Information Officer 2 at California Department of Public Health’s (CDPH) Office of Public Affairs — now Office of Communications — from March 2, 2009, to December 31, 2023.


Owens started his 29-year California civil service career in 1995 as a Public Participation Specialist at the Department of Toxic Substances Control. He was an Information Officer 1 at the Department of Motor Vehicles and the California Community Colleges Chancellor’s Office.


During the COVID-19 pandemic, Owens informed CDPH senior leadership that properly dosed ivermectin can be used to cure COVID-19. He also informed CDPH management that the COVID-19 vaccine is harmful to people. Since prematurely retiring on December 31, 2023, immediately incurring a 55 percent pay cut, which was the difference between his salary and pension, he has been warning local county governmental officials about the COVID-19 vaccine.

He emailed (in 58 specifically county-addressed, separate emails and attachments) a five-page PDF to 296 county-elected and 62 administratively appointed (358 total recipients) local officials throughout the state. Essentially, he officially notified and urged them to direct their County Health Officer to stop promoting, administering, and distributing COVID-19 vaccines, as they are considered dangerous. He provided a second written notification — emailing a “Week of 12/9/24 CA’s 58 Boards of Supervisors COVID-19 Shot Warning Update.”


In that notification, he noted that there were 442 adverse events filed for Californians who were injured by the COVID-19 vaccine on or after August 1, 2024, two days after he initially informed the state’s 58 BOS. One man and one woman died. If the BOS had heeded Owens’ warning last July, hundreds of Californians would not be suffering. He’s following up on July’s written notification by appearing at BOS meetings in person.

Riding his two tires in front/one tire in back Can-Am Spyder motorcycle, he has thus far ridden 4,998 miles and appeared before 28 BOS (note below) meetings.


After appearing before the Mariposa County Board of Supervisors on April 1, 2025 — the date of this writing— he would have verbally warned about COVID-19 vaccine health risks to half of California’s BOS.
